The awkward encounter between President Trump and Duško Markovic, the prime minister of Montenegro, took place at the Nato headquarters in Brussels.
In a video which has since been re-tweeted thousands of times, Trump is seen attempting to reach out his hand to Nato Secretary-General Jens Stoltenberg, who is at the front of the group.
But on his way to do so, Trump appears to use his left hand to push back Mr Markovic, before muscling his way front of him.
Finally, after arriving at the front of the group, the president quickly adjusts his demeanour, straightening his suit, lifting up his chin and puffing out his chest in what some have described as a ‘Mussolini pose’.
Mr Markovic later shrugged off the incident, telling reporters it was ‘harmless’.
‘It didn’t really register,’ he said. ‘I just saw reactions about it on social networks. It is simply a harmless situation.’
Instead of being insulted, Markovic took the opportunity to thank Trump for supporting Montenegro’s membership in Nato. The small former Yugoslav republic is slated to become Nato’s 29th member next month.
Markovic added: ‘It is natural that the president of the United States is in the front row.’
In his first address to Nato as president, Trump who has significantly criticised Nato during the campaign, lectured his fellow world leaders over how much they pay into the international body.
He went on to suggest he was angry with Nato’s decision to construct a new headquarters.
