    WASHINGTON (Reuters) - The United States has asked Vietnam to stop letting Russia use a former U.S. base to refuel nuclear-capable bombers engaged in shows of strength over the Asia-Pacific region, exposing strains in Washington's steadily warming relations with Hanoi.

    The request, described to Reuters by a State Department official, comes as U.S. officials say Russian bombers have stepped up flights in a region already rife with tensions between China, U.S.-ally Japan and Southeast Asian nations.

    General Vincent Brooks, commander of the U.S. Army in the Pacific, told Reuters the planes had conducted "provocative" flights, including around the U.S. Pacific Ocean territory of Guam, home to a major American air base.

    It is the first time that U.S. officials have confirmed the role of Cam Ranh Bay, a natural deep-water harbor, in Russian bomber plane activity that has increased globally.

    Brooks said the planes that circled Guam were refueled by Russian tankers flying from the strategic bay, which was transformed by the Americans during the Vietnam War into a massive air and naval base.

    Vietnam's willingness to allow Russia to use Cam Ranh Bay reflects Hanoi's complex position in a geopolitical tug-of-war that frequently pits China and Russia on one side and the United States, Japan and much of Southeast Asia on the other.

    Washington is keen to secure greater access itself to Cam Ranh Bay as part of its strategic "pivot" to Asia to counter China's growing strength in the region. U.S. ships have visited for repairs in recent years.

    Vietnam, in turn, has sought closer U.S. ties as a hedge against what it sees as China's aggression, but remains close to Russia in both defense and energy cooperation.

    Cam Ranh Bay is now host to three submarines bought by Vietnam's navy from Russia to counter Chinese expansion in the South China Sea, with two more expected by early next year.

    Brooks said in an interview the flights indicated that Vietnam's Cold War-era ally Russia was acting as "a spoiler to our interests and the interests of others."

    RAISING TENSIONS

    Asked about the Russian flights in the region, the State Department official, who spoke on condition of anonymity, said Washington respected Hanoi's right to enter agreements with other countries.

    But the official added: "We have urged Vietnamese officials to ensure that Russia is not able to use its access to Cam Ranh Bay to conduct activities that could raise tensions in the region."

    The Vietnamese government did not immediately respond to a request for comment on the U.S. request.

    Brooks declined to say when the flights he referred to took place. He did not say how many had been conducted and how many aircraft were involved. But he confirmed they had occurred since Russia's annexation of Crimea last March, which sparked a broader conflict with Ukraine and a surge in tensions between Russia and the United States.

    The head of U.S. air forces in the Pacific said last May that Russia's intervention in Ukraine had been accompanied by a significant increase in Russian air activity in the Asia-Pacific region in a show of strength and to gather intelligence.

    Russia's Defense Ministry said on Jan. 4 that Russian Il-78 tanker aircraft had used Cam Ranh Bay in 2014, enabling the refueling of nuclear-capable TU-95 "Bear" strategic bombers, a statement also reported in Vietnam's state-controlled media.

    In that time, Russia has conducted increasingly aggressive air and sea patrols close to the borders of the U.S.-led NATO alliance, including by Bear bombers over the English Channel.

    Last year, NATO conducted more than 100 intercepts of Russian aircraft, about three times as many as in 2013.

    RUSSIAN BOMBER FLIGHTS

    Russian bomber patrol flights, a Cold War-era practice, were cut back after the fall of the Soviet Union but President Vladimir Putin revived them in 2007.

    Russia said in November it planned to send long-range bombers on patrols over North American waters but the Pentagon played this down at the time as routine training in international airspace.

    In its effort to boost ties with Vietnam, the United States has been pouring in aid and assistance in health, education, landmines clearance, scholarships and nuclear energy.

    Defense cooperation had been limited by an embargo on lethal arms. But Washington started to ease this in October, enabling humanitarian exercises between both militaries late last year and more are taking place this month.

    Last year saw a flurry of high-level U.S. visits to Vietnam that coincided with a maritime territorial row between Hanoi and Beijing. On Friday, the U.S ambassador in Vietnam announced that the Vietnamese Communist Party chief would later this year become the first party leader to visit Washington.

    U.S. Ambassador to Vietnam Ted Osius said on Friday it was understandable Hanoi would look to "historic partners" when it came to security, but the United States had "much to offer... to enhance Vietnam's security in the short, medium and long term."

    Lời yêu cầu được một viên chức Bộ Ngoại Giao Hoa Kỳ mô tả với hãng thông tấn Reuters vào lúc nhiều viên chức Hoa Thịnh Đốn cáo buộc các máy bay ném bom chiến lược tầm xa của Nga gia tăng các chuyến bay ở khu vực vốn vẫn đang nóng với chuyện tranh chấp chủ quyền biển đảo của Trung Quốc với Nhật, đồng minh của Mỹ, và các nước Đông Nam Á.

    Đầu Tháng Giêng 2015, Thông Tấn Xã Việt Nam (TTXVN) loan tin lại một cách tế nhị theo tin từ Bộ Quốc phòng Nga ngày 4/1/2015 cho biết trong năm 2014, máy bay ném bom tầm xa và máy bay tiếp dầu Nga bắt đầu thường xuyên hạ cánh tại các sân bay nước ngoài; trong đó, lần đầu tiên máy bay tiếp dầu của nước này sử dụng phi trường Cam Ranh của Việt Nam.

    Loại máy bay tiếp dầu cho các máy bay ném bom chiến lược tầm xa của Nga được mô tả trong bản tin TTXVN là loại máy bay tiếp dầu Il-78. Không thấy đề cập gì đến các loại máy bay ném bom chiến lược tầm xa có khả năng mang bom nguyên tử như TU-95MS hay TU-160 có hạ cánh xuống phi trường Cam Ranh hay không.

    Phi trường Cam Ranh là một phi trường quân sự cỡ lớn do Hoa Kỳ xây dựng hồi chiến tranh Việt Nam trước 1975. Nga đã được Hà Nội cho thuê căn cứ Cam Ranh gồm cả phi trường này từ năm 1979 đến năm 2002 làm căn cứ cho của Hải đoàn tác chiến cơ động số 17 thuộc Hạm đội Thái Bình Dương. Sau đó, trả lại cho Việt Nam vì không thỏa thuận được về giá tiền thuê trong khi Nga đang có những khó khăn tài chính.

    Tuy Hà Nội đã đưa tin máy bay chiến lược tầm xa của Nga đáp xuống Cam Ranh từ ngày 6 tháng Giêng 2015, đến nay, người ta mới thấy viên chức Mỹ mới xác nhận lần đầu tiên có sự hoạt động như thế, một trong những động thái biểu diễn sức mạnh quân sự của Nga quanh thế giới.

    Tướng Brooks cho hay các máy bay ném bom của Nga bay quanh đảo Guam được tiếp dầu trên không từ các máy bay tiếp nhiên liệu đã bay đến từ căn cứ không quân chiến lược Cam Ranh vốn đã được Mỹ xây dựng và sử dụng thời chiến tranh Việt Nam.

    Khi Hà Nội cho Nga sử dụng căn cứ Cam Ranh, điều này phản ảnh lập trường phức tạp của CSVN trong cuộc chiến dằng co địa chính trị một bên là Nga và Trung Quốc và một bên là Mỹ, Nhật và một số đồng minh Đông Nam Á ở một bên.

    Trong chiến lược xoay trục về Á Châu, Hoa Kỳ cũng nhiều lần từng ngỏ ý muốn sử dụng lại căn cứ Cam Ranh nhưng mới chỉ được thỏa thuận cho ghé bảo trì một ít tàu tiếp liệu, không phải chiến hạm, mấy năm gần đây.

    Hà Nội cũng có nhiều dấu hiệu cho thấy họ muốn cải tiến mối quan hệ với Hoa Kỳ về mọi mặt, không chỉ riêng chuyện gia tăng mậu dịch, trong chiến lược đu dây giữa hai cường quốc. Một bên là sức ép quá lớn của Trung Quốc ngay bên cạnh, một bên là kẻ cựu thù còn nhiều nghi ngờ thiện chí.

    Một trong những dấu hiệu là Việt Nam đạt thỏa hiệp “Đối tác toàn diện” với Mỹ khi chủ tịch nước Trương Tấn Sang đến Hoa Thịnh Đốn hồi Tháng Bảy năm 2013. Cuối năm ngoái, Hoa Kỳ gỡ bỏ một phần lệnh cấm bán võ khí sát thương cho Việt Nam. Những gì bán cho Việt Nam còn phải tùy thuộc sự chấp thuận của Quốc hội và tùy tình trạng nhân quyền có cải thiện hay không.

    Hiện vịnh Cam Ranh được nhà cầm quyền Việt Nam đặt làm căn cứ cho đội tàu ngầm mua của Nga nhằm đối phó với các đe dọa của Trung Quốc trên Biển Đông. Ba chiếc đã trú đóng tại Cam Ranh và thường xuyên tập luyện trong khi ba chiếc còn lại được chuyển giao từ cuối năm nay đến năm 2016 trong gói mua sắm trang bị quốc phòng hơn $2 tỉ.

    Ông Brooks nói với hãng tin Reuters trong cuộc phỏng vấn rằng các chuyến bay ghé Cam Ranh của Nga biểu lộ đồng minh thời chiến tranh lạnh của CSVN hoạt động như “những cái phá hỏng lợi ích của chúng ta và lợi ích của những nước khác”.

    Khi được hãng Reuters hỏi về các chuyến bay của Nga ở khu vực, một số viên chức Bộ Ngoại Giao Mỹ yêu cầu giấu tên, nói Hoa Kỳ tôn trọng quyền của Việt Nam thỏa hiệp với các nước khác. Nhưng những viên chức này nói thêm rằng “Chúng tôi thúc giục các viên chức Việt Nam là phải bảo đảm rằng Nga không thể dùng sự tiếp cận căn cứ Cam Ranh để tiến hành các hoạt động có thể làm gia tăng các sự căng thẳng trong khu vực”.

    Theo Reuters, nhà cầm quyền CSVN không trả lời ngay khi được yêu cầu bình luận về các kêu gọi từ phía Hoa Kỳ.

    Tướng Brooks từ chối không cho biết tin khi nào thì những chuyến bay đó đã diễn ra và có bao nhiêu máy bay Nga đã đáp xuống Cam Ranh. Tuy nhiên, ông xác nhận có chuyện đó xảy ra sau khi Nga sát nhập khu vực Cremea của Ukraine hồi Tháng Ba năm ngoái, một vụ việc gây căng thẳng gia tăng giữa Mỹ và Nga.

    Hồi năm ngoái, các phi cơ chiến đầu của khối NATO đã ngăn chặn hơn 100 lần các chuyến bay của máy bay Nga trên vùng biển Đại Tây Dương. Nhật Bản cũng từng loan báo ngênh chặn sự xâm phạm không phận nước này của máy bay Nga.

    Trong sự gia tăng quan hệ giữa HoaThịnh Đốn và Hà Nội, ngoài các chức sắc ngoại giao, người ta còn thấy nhiều tướng lãnh Mỹ gồm cả Tổng tham mưu trưởng Liên quân Martin Dempsey đã đến Việt Nam. Việt Nam cũng xác nhận tổng bí thư đảng CSVN Nguyễn Phú Trọng sẽ đến Hoa Kỳ trong năm nay, một việc chưa từng có trong suốt 20 năm thiết lập bang giao. (TN)

      Đọc tin nói Mỹ dạy pilots VC và TC đồn VC sẽ có F16 là tui biết Mỹ nhịn VC , trao đổi chuyện gì.vì sợ Nga. Đúng bon là Mỹ sợ Nga dùng Cam ranh để thọc hông Mỹ. Nga không thương gì TC nhưng truyền thống cuả Nga giống con hyena hễ sư tử săn mồi là đi theo chực nhào vô ăn cướp. Mỹ đánh TC thì Nga thọc vô phá ,mà Mỹ rút lui thi Nga đánh với TC.
      Hồi sáng VC nói F 16 không bay quá 550km nhưng F16 có thể nhận nguyên liệu trên không và hoả tiển cuả F16 có thể bắn xa cả 100 km, Không ai cấm Mỹ tiếp dầu trên không cho F16 cuả VC, chỉ cần phi công cuả VC học được kỹ thuật nầy.
      TC sợ là F16 có radar tự tìm lấy mục tiêu, Sukhoi cuả Nga chỉ có Sukhoi 35 là thứ Nga chưa bán cho cả TC và VC, nên cả TC và VC khi đánh nhau ở Trường Sa đều phải dùng radar mặt đất hướng dẫn máy bay. Trường Sa ở ngoài tầm radar mặt đất cuả TC nhưng ỏ trong tầm radar mặt đất cuả VC. VC nay có dàn radar cuả Do thái bán.
      Yếu tố bất ngờ mà TC không kiễm soát được là
      - Mỹ cho VC F16 cả vài trăm chiếc, vì Mỹ có sẵn Mỹ chỉ dạy chừng vài trăm phi công VC là xong
      -Mỹ đem radar mặt đất gắn ở núi Sơn trà thì toàn bộ từ Quảng Đông Quảng Tây ,căn cứ Tam Á nằm trong tầm kiễm soát cuả radar Mỹ.
      -Mỹ cho VC vài chiếc Fregate Oliveri Hazard Perry , cai nầy tuơng đuơng với khu truc hạm 054 cuả TC, VC đã xin rồi. Bí mật Mỹ dạy cho VC xử dụng thì trời biết.
      Không ai biết Nhật có cho VC tàu ngầm Soryu không , chỉ cần hai chiếc là đóng cưả toàn bộ tàu chở hàng cuả TC đi ngang biển đông.

        MOSCOW/WASHINGTON (Reuters) - Russia on Friday rejected U.S. concerns about its use of a former American base in Vietnam for the refueling of Russian bomber flights around U.S. territory in the Pacific, dismissing recent U.S. statements as "puzzling" and "strange".

        Reuters reported on Wednesday that the United States had asked Vietnam to stop letting Russia use Vietnam's Cam Ranh Bay for tanker aircraft that have refueled nuclear-capable bombers engaged in shows of strength over the Asia-Pacific region.

        “It is strange to hear such statements from representatives of the state whose armed forces are permanently stationed in a number of Asia-Pacific countries and which continues to increase its level of military activity in the region," Russia's Defense Ministry said.

        It said U.S. statements that the refueling of Russian bombers from Vietnam could lead to increased regional tensions was "puzzling."

        The ministry said Russian Air Force activities and cooperation with Vietnam were "carried out in strict accordance with international norms and bilateral agreements are not directed against anyone whatsoever and shall not be a threat to peace and stability in the Asia-Pacific region.”

        On Thursday, U.S. State Department spokeswoman Jen Psaki said the United States did not want Russia to use Cam Ranh Bay.

        "We have urged Vietnamese officials to ensure that Russia is not able to use its access to Cam Ranh Bay to conduct activities that could raise tensions in the region," she told a regular news briefing.

        The Voice of America radio station quoted a spokeswoman for the U.S. embassy in Hanoi as saying on Thursday that the U.S. request was conveyed to Vietnamese officials last week and that she was unaware of a Vietnamese government response.

        The Vietnamese government has not responded to requests by Reuters for comment.

        "WE DO NOT INTEND TO LISTEN"

        On Friday, Russia's Tass news agency quoted Russia's ambassador to Vietnam, Konstantin Vnukov, as saying that Vietnam and Russia were independent sovereign states that "do not need any instructions or recommendations by anyone, and we do not intend to listen to requirements.”

        Russia and Vietnam are longtime allies, and Moscow was the main backer of Hanoi against the United States in the Vietnam War that ended in 1975.

        But the current controversy comes at a time of steadily warming ties between Washington and Hanoi, especially in security, given shared concerns about China's growing power and assertiveness in the Asia-Pacific region.

        Washington is eager to secure greater access itself to Cam Ranh Bay as part of its strategic "pivot" to Asia to counter China's growing strength. U.S. ships have visited for repairs in recent years.

        U.S. officials have been careful not to criticize Vietnam itself over the Russian flights, stressing that Washington respected Hanoi's right to enter agreements with other countries.

        On Thursday, a senior official at the U.S. State Department told Reuters that Washington did not see "any indication at all that the Vietnamese relationship with Russia is any way meant to reduce the relationship, or weaken, or impact the relationship with the United States."
