Oshkosh wins $6.75 billion deal to replace U.S. Army, Marine Humvees

WASHINGTON (Reuters) - U.S. specialty truck maker Oshkosh Corp has won a $6.75 billion contract to build 17,000 light tactical vehicles to replace the aging Humvees used by the U.S. Army and Marine Corps, the U.S. Army announced on Tuesday.

Oshkosh beat out a team made up of Lockheed Martin Corp and Britain's BAE Systems Plc, as well as AM General, a privately held company that built the original Humvees, the Army said in a statement.

The two military services plan to replace a total of 55,000 vehicles over time, which could drive the value of the contract win to over $30 billion.

Oshkosh Defense won a major contract to build the ground vehicle that could become a symbol of the Army for a generation and will eventually replace the Pentagon's storied but aging fleet of Humvees, the Army announced Tuesday.

Under the contract, which could eventually be worth $30 billion or more, Oshkosh will build nearly 50,000 of the Joint Light Tactical Vehicle for the Army, and about 5,500 for the Marine Corps.

The contract, one of the largest awarded by the Army in years, is a huge victory for Wisconsin-based Oshkosh, which may have the promise of work lasting through 2040. And it gives the company an opportunity to build what the Army views as a significant advancement over the Humvee.

Unlike the thin-skinned Humvees, the JLTV would have the protective armor of a tank but the fleet-footed mobility of a Jeep, able to ford rivers and cross rugged terrain, while being able to carry significant amounts of cargo.

In an interview, Oshkosh chief executive Charles Szews called the company's offering “one extreme mobility vehicle” that could outrun both a Jeep and Humvee.The design is an acknowledgment of the kinds of wars the Pentagon has been fighting, conflicts that often don't have frontlines, with often invisible enemies whose bombs can turn the most pedestrian roadway into a death trap.

The contest was highly competitive, pitting a trio of defense giants against each other. Oshkosh beat out Bethesda, Md.-based Lockheed Martin, the world's largest defense contractor, and AM General, the manufacturer of the Humvee.

The vehicles are “delivering major improvements in protected mobility for soldiers and have succeeded in executing a program that remains on-budget and on-schedule,” said Heidi Shyu, assistant secretary of the Army for acquisition, logistics and technology The initial contract awarded Tuesday is for $6.7 billion for 17,000 vehicles. Production is slated to begin in the first quarter of fiscal 2016, and the Army would have its first unit equipped with the vehicles in 2018.

As casualties caused by roadside bombs known as improvised explosive devices, or IEDs, mounted in Iraq and Afghanistan, the Pentagon moved quickly to armor the Humvees and procure the more-heavily armored Mine Resistant Ambush Protected Vehicle, manufactured by Oshkosh.

“Our JLTV has been extensively tested and is proven to provide the ballistic protection of a light tank, the underbody protection of an MRAP-class vehicle, and the off-road mobility of a Baja racer,” John M. Urias, president of Oshkosh Defense, said in a statement.

AM General said it is reviewing decision and is “considering all available options.”

The High Mobility Multipurpose Wheeled Vehicle - the HMMWV or Humvee - is a stalwart of the battleground. If you asked someone to draw a military truck, they'd almost certainly draw this classic machine, which is almost older than a millennial (1984!) and gained such a pop culture following at one point that civilians started buying them. Arnold Schwarzenegger, in particular, is famous for his undying love of the "Hummer."

But seriously, they're old. The US military has been keen on retiring Humvees for some time, and it has finally awarded the $6.7 billion contract to replace them to Wisconsin-based truck maker Oshkosh, which expects to make about 17,000 Joint Light Tactical Vehicles (JLTVs) over the course of the deal. The JLTVs, which will come in multiple two- and four-seat configurations, aren't just better armored and generally more capable trucks than the ones they're replacing — they also look extraordinarily mean. (I've seen them in person, and I can attest that the meanness is real.)

The big selling point for the JLTV is what Oshkosh calls the "Core1080 Crew Protection System," which includes mine resistance, IED detection, and a lot of bolt-on armor. It's not just about defense, though: optional turret and missile launch units put bite behind the bark. A suspension that can be raised and lowered electronically makes it easier to transport JLTVs to wherever they're needed, but out in the field, it's got 20 inches of wheel travel for insane off-road capability. Oh, and Oshkosh claims it's 70 percent faster than the best tactical wheeled vehicle (TWV) in the market currently.

The Humvee was tame enough to make it to dealerships, but this thing? I'm skeptical we'll ever see a red JLTV cruising down the highway, unless Arnold wants to prove me wrong.
